Belvoir Master Plan Unveiled For Board Of Advisors
Mill Road ready to go -- only question is number of lanes

Community benefits and the continuing question of the impact on Fairfax 
County Public Schools became the prime focus of the latest Base 
Realignment and Closure Report (BRAC) Board of Advisors meeting last 
Thursday at the Fort Belvoir Officers Club. In the final analysis 
neither seemed to be answered to the full satisfaction of the two 
primary Board protagonists.

Less than one minute into the initial presentation by Kenneth Kost, a 
member of the Belvoir New Vision Planners, on the principles guiding 
Fort Belvoir's Master Plan update, he was stopped in his verbal tracks 
by Mount Vernon District Supervisor Gerald Hyland questioning why Kost 
had skipped over "Community Benefits" in his list of Master Planning 
Principles.

"I was waiting to ask a question on your evaluation of benefits to the 
community when you got there but you went right on by it without a word. 
I'm assuming that title refers not only to the Fort Belvoir community 
but also the communities around Fort Belvoir," Hyland said.
