A study of land use around Laughlin Air Force Base is nearly complete, 
but city council members were reminded Tuesday night that additional 
state legislation is needed to give local governments the power to 
establish and enforce stricter zoning around the base.

After hearing a presentation on the nearly-completed Joint Land Use 
Study (JLUS) from Del Rio International Airport Manager Joel Martinez, 
who also served as the city’s JLUS project manager, the council voted 
unanimously to try and work with another South Texas city facing similar 
issues.

Martinez, as he has several times previously, reviewed with the council 
the JLUS process.
