The U.S. Army agreed to give Clark County $26.8 million with the expectation that the county would use the money to prepare Camp Bonneville for reuse as a county park.

It didn't expect to pay for meals, gift baskets, or bar tabs.

The Army identified almost $150,000 in questionable costs incurred by county contractors hired to clean up the former artillery range, according to a letter sent to county officials last week. The charges date back to October 2006, when cleanup of the 3,840-acre site began in earnest.

In the Jan. 23 letter, Army grants officer Douglas E. Hadley wrote that the Army will withhold the money from Clark County.
