Fort Lawton plan on hold

City failed to follow right procedures, judge rules

Magnolia residents opposed to city of Seattle plans that have included 
developing 200 homes within Discovery Park scored a victory in court Friday.

King County Superior Court Judge Catherine Shaffer ruled that the city's 
plan, which tentatively included more than 80 units for homeless or 
low-income residents, failed to follow proper environmental assessment 
procedures on land that for more than a century had been in military 
control at Fort Lawton.

"The judge ruled that they failed to consider alternative uses of the 
land, including no development," said Elizabeth Campbell, founder of the 
group that filed the lawsuit, the Magnolia Neighborhood Planning Council.

In 2005, the federal government declared the Fort Lawton Army Reserve 
base surplus land as part of a nationwide base closure and consolidation 
program. When Mayor Greg Nickels and the City Council in 2008 approved a 
plan to develop housing there, when and if the land is turned over to 
the city, Campbell's group decided on legal action based on its concern 
that the city developed a plan without adequate public input.
