Encroachment concerns not baseless when it comes to RAFB

It's the 800-pound gorilla and the pink elephant rolled into one and 
sitting right smack in the middle of the room. It's a damnable creature 
named Encroachment, and since 1995 it has sucked the life out of more 
than 20 military installations nationwide. And it threatens others 
still, including, perhaps, Robins Air Force Base through Base 
Realignment and Closure deliberations, which may be on the horizon.

Put simply, encroachment is the existence of or movement of residential 
and certain commercial uses into areas that could be adversely affected 
by the legitimate activities of a military installation. These may 
include homes or schools that could be destroyed by aircraft after a 
failed takeoff attempt or residential neighborhoods whose residents 
could be adversely affected by strictly enforced noise levels from 
overflying aircraft or engine repair facilities.
