Scheme to grandfather Bullis-area properties has started

San Antonio's commitment to keeping critical combat-medic training 
missions at Fort Sam Houston and Camp Bullis will be tested tomorrow.

"Wednesday is probably going to be a fun day," laughed Jim Cannizzo, the 
Army's civilian attorney.

And when the JLUS was unveiled last month, city officials pointed out 
that new restrictions would not apply to existing developments, or those 
whose plans have already been approved because they would be grandfathered.

That sounds familiar.

"The developers' tactic is like what they did with the impervious cover 
restrictions," Cannizzo says. "They're trying to slow-roll the process 
(of adopting restrictions) and get as many (properties) grandfathered as 
possible."
