Navy at odds with Concord, HUD over homeless plans By Paul Thissen Contra Costa Times (CA) September 18, 2009CONCORD — The Navy does not approve of the homeless-accommodations portion of Concord's redevelopment plan for the shuttered Concord Naval Weapons Station, according to documents obtained through the Freedom of Information Act. Local leaders cast the months-long discussions between two federal agencies — one of which supports the plan, one of which does not — as a minor bump in a Byzantine, years-long process that depends on everything from the slow real estate market to presidential politics. Whether the Navy's opposition will eventually affect or delay the redevelopment plan is not clear. Until the plan - including the homeless accommodations - are finally approved, the Navy's environmental study is held "in abeyance," according to the Navy, though it continues to work on some of the natural and cultural studies for the final analysis. ...
