From: Long, Terry <Terry.Long@uxb.com> Call for Abstracts - Papers International Dialogues on Underwater Munitions (IDUM) Marine Technology Society (MTS) Journal On the Legacy of Underwater Munitions Munitions can be found in every ocean of the world including many of our lakes, rivers and streams. Munitions can be found in a reservoir in Jakarta, Indonesia to the pristine lakes of the Swiss Alps at the foot of the Edger to the Great Lakes of North America or the Ataractic, Black or Baltic Seas. In total more than 40 countries are concerned including Baltic countries where the Baltic Sea requires special considerations due to its small size, shallow depth, young geologically age and almost stagnant waters. Some experts believe munitions dumped or abandoned in the Baltic Sea are much higher than reported and that conventional munitions have a greater impact on human health and the environment than chemical munitions and have mainly gone unrecorded. No new dump sites or information have been reported in recent years. In November, 2010, I was invited with Dr. Paul Walker of Global Green Cross, USA by the Lithuanian Ambassador to the United Nations to speak at the Sixty-fifth Session, Second Committee on Sustainable Development on behalf of the Draft UN Resolution on Chemical Munitions Dumped at Sea. The UN Resolution was tabled at the UN and championed internationally by the Lithuanian Diplomatic Community. They should be praised for their hard work and dedication. The UN Resolution calls for: Cooperative measures to assess and increase awareness of environmental effects related to waste originating from chemical munitions dumped at sea. The Resolution was unanimously passed by the UN General Assembly in December 2010. The Resolution has created a strong need to collect, process and disseminates information on Sea Dumping’s multilaterally to gain a true understanding of the scope. The UN Resolution includes but is not limited to: Noting that Member States, international and regional organizations and civil society have undertaken activities to discuss the issues related to waste originating from chemical munitions dumped at sea and to promote international cooperation and exchange of experience and practical knowledge; Noting also the concerns about the potential long-term environmental effects related to waste originating from chemical munitions dumped at sea, including their potential impact on human health; Notes the importance of raising awareness of the environmental effects related to waste originating from chemical munitions dumped at sea; Invites Member States and international and regional organizations to keep under observation the issue of the environmental effects related to waste originating from chemical munitions dumped at sea, to cooperate and voluntarily share relevant information on this issue; and Invites the Secretary-General to seek the views of Member States and relevant regional and international organizations on issues related to the environmental effects of waste originating from chemical munitions dumped at sea, as well as on possible modalities for international cooperation to assess and increase awareness on this issue and to circulate such views to the General Assembly at its sixty-eighth session for further consideration. The Third International Dialogue on Underwater Munitions www.underwatermunitions.org <http://www.underwatermunitions.org> is issuing a Call for Abstracts for the next Dialogue in Sopot, Poland from the 14 - 15 April, 2011. The International Advisory Board on Dumped Munitions (IABDM) in The Hague which also functions as the International Advisory Board to the IDUM’s will review and select the abstracts that will be presented at the Third International Dialogue. Some abstracts presented at the Dialogue will be chosen by the IABDM for further presentation as Papers in the Marine Technology Society Journal’s Special Issue on the Legacy of Underwater Munitions: The Science, Technology and Policy of Underwater Munitions www.mtsjournal.org/ <http://www.mtsjournal.org/>. The MTS Journal is the International, Interdisciplinary Society Devoted to Oceans and Marine Engineering, Science, and Policy. Special Editors for the issue are Geoffrey Carton, Senior Analyst for Calibre Systems, USA and I. If space is available additional consideration for Papers will be given to previous presentations at the IDUM’s in Halifax, Nova Scotia, Canada and Honolulu, Hawaii, USA and the Underwater Conference in Neumunster, Germany in 2010 for: Minimizing Risks for the Environment in Marine Ammunition Removal in the Baltic and North Seas. The IABDM values everyone’s input and may consider additional manuscripts and commentaries for technology, research, assessment, strategies to mitigate adverse environmental impacts; and cases studies from individuals, groups and organizations. Your input is important to help better understand the potential impacts on human health and the environment associated with all classes of marine dumped munitions. The information presented will be reviewed and considered by the IABDM to assist the Board to report to the Sixty-Eight Session of the General Assembly. Abstracts for posters and presentation for the IDUM that will be considered for the MTS Journal are being accepted for review by the IABDM through February 28, 2011 and should be submitted to terry@underwatermunitions.org <mailto:terry@underwatermunitions.org>.
