Concord Naval Weapons Station: Navy works on cleaning up base, scrapping

By Paul Thissen Contra Costa Times (CA) February 18, 2011CONCORD -- In the coming months, the U.S. Navy will disassemble for scrap the scores of train cars rusting away on the former Concord Naval Weapons Station as part of its base cleanup efforts, which could stretch into 2020. The progress of the environmental work will affect how quickly the base can be turned over to new owners, because the Navy is required to clean up the property before it can get rid of it -- or else use a special process to transfer that responsibility to whoever takes over the land. That process is not simple. The city, the Navy, and other state and federal regulatory agencies all have roles in the process, and they don't always agree how it should unfold. And parts of the site are environmentally sensitive; the Navy has already found and relocated three protected tiger salamanders in the course of its environmental studies. ...
