Capito effort may help Martinsburg recoup money for Big Springs by JIM MCCONVILLE Martinsburg Journal (WV) June 7, 2018 MARTINSBURG - U.S. Sen. Shelley Moore Capito, R- W.Va., helped craft a bill that opens the door for Martinsburg to receive federal money for costs to rebuild the Big Springs Water plant, which was shut down in 2016. Capito added language to the John S.
