[CPEO-MEF] public comment on five-year reviews?

The Army at Wisconsin’s Badger Army Ammunition Plant did not offer the opportunity for the public or local RAB to comment on its draft Five-Year Review report stating that “EPA guidance does not include public review of the CERCLA Five-Year Review report prior to signature.” In other words, by the time the RAB and the public see these reports they are considered final. Note, regulators do have the opportunity to review and comment on the draft documents, Army officials said.

QUESTION: Anyone else being denied (or offered?) the opportunity to comment on a CERCLA Five-Year Reviews before finalized?  Curious what’s happening in other communities.
