ACTUALLY, I FEAR THAT SMALL BUSINESS OWNERS ARE TOO COMFORTABLE, SINCE THEY USUALLY DON'T HAVE VERY DEEP POCKETS. EVEN IF CLEANUP COSTS ARE MINIMAL, MOST SMALL BUSINESSES DON'T EVEN KNOW WHERE TO START IN THE REGULATORY/LEGAL MAZE.
