Bush, environmentalists agree: clean up brownfields

President Bush and environmentalists - at loggerheads on issues ranging from
oil drilling in Alaska to clean air standards - are finding rare common ground
on the issue of cleaning up urban brownfields. 

Helping state and local governments tackle brownfields has broad political
support and, consequently, may result in the only legislative initiative to
clear Congress this year that brings the administration and environmentalists
together. 

"I'm relatively optimistic that the stars are aligning so that we can have this
growing consensus become the law of the land," said Richard Munson, executive
director of the Northeast-Midwest Institute, a think tank for members of
Congress from those two regions. "This could be the signature environmental
accomplishment for the Bush administration." 

Bush made redevelopment of brownfields - parcels of urban and suburban land
that are polluted, but not severely contaminated enough to qualify for the
nation's Superfund cleanup program - one of his top environmental priorities
during his presidential campaign.
