A proposal to allow industrial landowners in the Portland harbor Superfund site
to divert millions in property taxes into environmental cleanup projects is
gaining support among rural Republican legislators. 

But the plan is stirring up opposition from Portland and Multnomah County
leaders, who say it unfairly shifts cleanup costs from polluter to taxpayer. 

The proposal, still in draft form, would exempt most landowners around the
Portland harbor from paying property taxes and shift that money to a
quasi-public "environmental cleanup district" that could undertake projects to
cap or dredge contaminated harbor sediments.

John DiLorenzo, an influential lobbyist who drafted the proposal, says the
district could generate $10 million to $12 million a year in revenues that
would then be used to secure up to $100 million in bonds to finance cleanup of
metals, pesticides and petroleum from the river's bottom.
