In response to Laura Solitare, I believe EPCRA - the Toxics Release Inventory and associated programs - deals only with releases from active industrial operations. It does not document site contamination. CERCLIS is the national data base of contaminated sites. As one of US EPA's first Brownfields actions, it deleted from that list thousands of sites that it believed didn't merit inclusion on that list.
