I found useful Peter's discussion of the role that subsidies play in
moving development and associated benefits geographically, but I'd like
to understand also the impact of subsidies, such as tax-increment
financing, that shift funding - at least in the short run - among local
entities (school boards, counties, cities, water districts, college
districts, etc.) serving the same area.
