At Moffett, after the selection panel met and solicited interest from
the community, decided that whoever wanted to put in the time and effort
to participate in the RAB should not be excluded. Therefore, everyone 
who applied was given a seat on the RAB. Although this may seem like 
alot, the RAB is working out fine. If the committee had decided to 
limit participation, it would have run the risk of alienating community
members. After a couple of meetings, those who did not have the interest
stopped coming to meetings. There is now a good core group of 25-30
particpants who attend all meetings.
