Federal Facilities are required to comply with EPCRA (Right-to-Know)
pursuant to EO 12856 of Aug 3, 1993. 58 Fed Reg 150. There may be some
DoD Guidance discussing the release of info on DoD range activities and how
this info is to be released to EPA. I am not aware of any exemption under
RCRA relating to EPCRA reporting requirements.
