I agree with Keoni Fairbanks that education is the key to risk
management for those people who visit Kaho'olawe, but I know that the
Kaho'olawe Island Reserve Commission has a patrol boat to keep
unpermitted visitors off the island. When the Navy helicopters are gone,
it may be necessary to beef up the boat patrols or even use radar to
detect unpermitted boat traffic.
