Subject: [CPEO-MEF] DOD wants comments of Land Use Controls policy
 
This is an easy one Lenny (as it pertains to UXO):

Land Use Controls, particularly fences, do not work.  They raise the level
of curiousity and invite collectors and thrill seekers.  They offer a false
sense of security.  They give the appearance that land immediately outside
the fence is okay, which it usually IS NOT.  LUCs are the government's way
of holding its breath, closing its eyes, and hoping nothing goes wrong...or
boom.  

All of these potentially result in the injury and death of children.
Remember "children", that word usually thrown in to every political speech
at least 20 times?

How about this:  An agreement whereby the government agrees to pay future
families who lose loved ones the same amount of money it cost to
contaminate the land in the first place.  

So, a LAW rocket goes through the belly of a child who happens to sliver
through one of the gaps in the fence that surrounds a UXO-contaminated area
at Ft. Ord?  No problem.  The government gives his family a few hundred
million to make things even.  Bet it wouldn't happen teice.

If the government is so dead set on shirking its responsibilty, then let's
do real Land Use Controls at UXO sites.  Before we put a fence around it,
let's cap it and then concrete it in.  A few feet of dirt and about four
feet of cement-- then a fence-- will do much better.  But then again, have
you seen the cost of a bag of cement at Home Depot lately?  

Of course all of this is moot if for one moment we thought cement might
displace the habitat of the indigenous left-footed chicken worm.

Just my light-hearted opinion.
