In my experience dealing with the Tierrasanta community in the City of San Diego over the past 19 years with the former Camp Elliott and the unexploded ordnance there, we never could discover such a policy. I recommend contacting the Army Corps of Engineers in Huntsville, Alabama - Brad McCowan - who handled our multi-year clean-up project.
