[California] Sunday, November 24, 2002 Foothill housing sparks debate Environmentalists opposing 5,100-home Yuba Highlands Rob Young Appeal-Democrat Depending on decisions made next year by county supervisors, thousands of lawn mowers instead of cattle may be gobbling up grass in the low foothills of Yuba County before the decade ends. The Board of Supervisors may decide by late spring or early summer whether a 5,100-home development called Yuba Highlands will begin to take shape on 2,900 acres northeast of Beale Air Force Base and south of Hammonton-Smartville Road. The process is expected to begin early next year when the county Planning Commission and the Board of Supervisors hold at least three public hearings on an environmental impact report now being prepared by a consultant. A draft of the report is expected in February, county Principal Planner Peter Calarco said Friday. Meanwhile, seven environmental groups have lined up to oppose the project, citing arguments about the development's possible effects on traffic, wildlife and groundwater.
