Arden Hills: TCAAP parcel as parkland Racetrack developer still interested; council members dubious about land use by Jeanne Roberts Shoreview Press (MN) November 10, 2009ARDEN HILLS - The U.S. Army is preparing to auction off a 585-acre parcel located at the former Twin Cities Army Ammunition Plant (TCAAP), and at least one developer remains interested in snapping it up. At the same time, the city of Arden Hills and Ramsey County are tossing around a plan that would allow part of the site to become parkland. In May, the Arden Hills City Council decided against preliminary plans to buy the parcel, on the grounds that necessary environmental remediation would effectively eat up any profits a developer could hope to take. Arden Hills Mayor Stan Harpstead likened that decision process, which lasted nearly a decade, to "watching paint dry." However, the city is still involved in a discussion about whether it could acquire 535 acres of the land for use as a regional park, leaving the remaining 50 for some kind of other development. The TCAAP property was included in city boundaries when Arden Hills incorporated in 1951 and it now makes up about one-third of city acreage. ...
