Dominion: Federal government should pay $13 million cost of upgrading Fort Monroe's electrical system by Peter Dujardin Hampton Roads Daily Press (VA) October 2, 2018 Dominion Energy is suing the federal government over needed electrical upgrades at Fort Monroe — saying the government should bear the $13 million cost of bringing the old U.S. Army base up to current standards. When it was an active Army post, Fort Monroe was exempt from lots of existing state regulations on electricity. But the base was closed in 2011.
