Airspace

Is it true that airspace is owned and leased? That military training routes
are owned, leased, bought and sold?

I am particularly concerned about low level, down to 100 ft. AGL, training
flights by militiaries of foreign governments, presently taking place over US
soil, and their proposed expansions, and citizen complaints.
