Well, let's think about this. It appears that the idea of "polluter pays" may have some merit. In private industry, if XYZ Company is found to be a PRP, CERCLA deems that EPA will oversee the cleanup, but XYZ must pay to clean it up, plus any fines, etc. Is that what would work for DoD? Have DoD pay for it but give control over to EPA? It would certainly eliminate the conflict of interest, would it not? | |
